An Warning for Keir Starmer from His Personal Past: Without Boldness regarding Brexit and Europe, His Labour Rivals Shall Be.

Back in 2018, it took just eight words to ignite a Labour conference demonstrating the party was becoming disillusioned with Jeremy Corbyn. While not exactly stirring rhetoric, the phrase met with wild cheering as delegates rose in spontaneous acclamation.

As the commotion died down, Keir Starmer, stood at the podium, blinking in surprise. He was unaccustomed to his addresses producing such a reaction. His statement was simply: "We are not excluding remain as an option". But context is everything.

During that deeply polarized period in 2018, departing from his agreed text in this way was inevitably viewed as laying down the gauntlet to Jeremy Corbyn, who sought to prioritize Brexit voters in working-class seats above the pro-European instincts within Labour. With that single address, this seemingly cautious opposition Brexit spokesman was transformed – if only for a while – into a risk-taker who championed most Labour MPs, members and voters against a leader he later succeeded.

The Shift in Position and Closed Debates

In the years since, the landscape has shifted, especially for Starmer himself. One of his first acts after taking over in 2020 was to declare the EU question had been settled by the previous year’s national vote. And, at the last one, he repeatedly emphasised unbreakable pledge promises that forbade re-entry into the European Union or its core structures.

Similar to Corbyn, his strategy has been to pursue pro-Leave voters in target constituencies, despite polling evidence suggests many of them have died or changed their minds.

Pressure Building on the EU

However, it’s now Starmer is now to be an embattled Labour leader. While EU relations is no longer the central crisis in UK politics, the cap that has been kept firmly shut since Brexit is beginning to rattle once more.

The Prime Minister and Chancellor have intensified the rhetoric about the devastation caused by Brexit has inflicted on Britain's economic standing. It’s a useful stick with which to beat the Reform UK leader, who seldom discusses his flagship policy was once his singular purpose and remains his sole political accomplishment.

And yet, the scale of the damage, reportedly has resulted in an economy that is between 6% and 8% smaller compared to EU membership, dwarfs the minor adjustments so far offered by the government. Starmer’s so-called relationship reset negotiated with the EU in 2024 offers economic benefits measured in low decimal points.

Internal Pressure and Ambitious Proposals

The chancellor is one of those trying to overcome long-standing Home Office resistance to an expansive version of a growth-enabling program for young people by which young people can move between Britain and Europe to study or work.

David Lammy muses openly about the clear advantages of joining an EU customs pact, while a dozen Labour MPs, such as the head of the Treasury select committee, last week voted for an opposition proposal on customs union membership.

While Nick Thomas-Symonds, the minister in charge of EU policy, now present at all cabinet sessions, insists the red lines are still in place, there are ways to work around them. A proposal involves declaring the commencement of talks immediately for a more ambitious agreement, to be featured in the next manifesto, with implementation only if Labour won a fresh mandate.

The Prime Minister's Fundamental Doubts

However, Starmer has lately been pouring cold water again cautioning that rejoining an EU customs arrangement could undermine the commercial agreements with America, which he views as key accomplishments of his premiership.

It is understood that the PM’s scepticism run even deeper, stemming from three further factors.

  1. First, he believes any customs union agreement is now much harder because his ministers busily de-aligning from EU regulations across a range of sectors, like environmental standards.
  2. Secondly, the prohibitive cost demanded from Britain to join the EU’s new defence fund and the subsequent collapse of negotiations has convinced UK negotiators that former EU partners have little interest in cutting special deals to the UK and are more focused on proving that Brexit does not work.
  3. Thirdly, America's latest security doctrine, praised by the Kremlin, is viewed by key advisors in Number 10 as a reason for Britain to keep its distance from the EU.

A Bizarre Strategy & Geopolitical Calculations

This bizarre and terrifying American strategy paper asserts Europe is threatened by cultural extinction because of Muslim migration. It contains only one reference of the UK, found on a proposal that Donald Trump’s administration may interfere in our politics to encourage the growth of nationalist movements.

However, instead of concluding that this renders America an unreliable partner, the government is worried that deeper EU integration could upset the global balance by risking precarious American backing for Ukraine, Nato and much more besides.

Succession Chatter and The Echo of 2018

All of which brings us back to 2018. Starmer has always said that address was not an attempt for the leadership but simply an attempt to preserve the possibility of remain in a future vote. In fact, in those days, Starmer still favoured a tailored trade agreement of the kind he now appears to be opposing.

But it’s not been lost on the Prime Minister's office note that the Health Secretary, who just about everyone assumes would be a candidate for the leadership, is part of a group of cabinet ministers signaling they want to go further on Europe.

Aides to Angela Rayner, another likely contender in a contest for the top job, insist she refuses to comment on her stance regarding a customs pact because it would only “escalate unhelpful speculation”.

The Clear Danger and A Wise Reminder

The danger is obvious. Should the PM reject significant moves towards a close relationship, he cedes ground to occupy the space where most of Labour MPs, members and voters reside.

It would be wise of him to remember the effect that a short phrase had for him in 2018. Potential pathways for a major proposal on EU relations that the prime minister ought to consider; he should explore them personally, before someone else adopt them as their own.
